Outlook rules can simply be removed using command “outlook.exe /cleanrules”.
First, press Win + R buttons together on you computer/ laptop keyboard to open Run dialog as shown in the image below.
In the Run dialog box type in Outlook.exe /cleanrules in the open box then click the OK button.
Note: If there are multiple accounts in your outlook profile, all rules in all accounts will be deleted.
